It's all about Personal Responsibility

That seemed incomplete. Is something missing at the end?

Am I to infer from the actors being a white woman and a black man that the subject matter is somehow illustrative of democratic voters waiting for someone else to tell them to step off the machine?

I didn't make that inference. I don't know if the producer of the video indends for us to or not.

I did notice the racial/gender makeup of the characters was also that of Clinton and Obama, but I figured that was an ancillary and irrelevant similarity.

The person who sent the video to me compared the ridiculousness of the situation to the frustration one often feels in dealing with State Government employees, particularly the Ohio Department of Education.

My interpretation was that the video is mocking those who depend on others for the solution to every problem in life.

FWIW, I guess...

Like how everything you see or hear or talk about has something to do with the book you happen to be reading at the time.
